From the murky floor of the Four Isles Sea protrude the grand underwater cities of the Nepheli: an aquatic species whose members rarely step foot on dry land, and only then while coated in protective Shoresap. Capable of living for hundreds of years, their shape and skin may change many times throughout their lifespan, depending on how far they reside from the surface.
As the sole humanoid inhabitants of the Four Isles Sea, the Nepheli have formed close relationships with the monsters of the deep; including them in their armies, infrastructure, and even everyday life. Indeed, The Ornac, the largest and most fearsome of the beings to inhabit the watery belly of the Lightless God, serves the Vizier as a living and mobile seat of power.
